Indian Civil Accounts Service (ICAS)

  • The Indian Civil Accounts Services (ICAS) was formed in the year 1976.
  • ICAS is one of the Group ‘A’ Central Civil Service of India.
  • The cadre controlling authority is the Controller General of Accounts.
  • Cadre size: 208 posts (direct recruitment – 67.67%, promotion – 33.33%).
  • The selected candidates' training ground is at Institute of Government Accounts and Finance National Academy. The Institute has its main center at Delhi and regional centers at Mumbai, Chennai and Calcutta.

Functions of the Officers

  • Coordinate on behalf of the Ministries and Departments with the Budget Division and the Comptroller and Auditor General of India in accounting matters
  • Lay down general principles of government accounting relating to union/state governments and form of accounts and provide guidance in accounting matters to the ministries/departments
  • Prepare the Union Government Finance Accounts and Appropriation Accounts (Civil) and Union Government Monthly Accounts
  • Frame rules and draft manuals relating to all matters connected with the form of accounts and procedures for accounting of receipts and payments
  • Resolve the cash balances of the Government as appearing in the Government accounts with that in the accounts of the Reserve Bank of India
  • Technical inspection of the Civil Accounts Offices
  • Management of Group ‘A’ (Indian Civil Accounts Service) and Group ‘B’ (Pay and Accounts Officers) officers and administration of rules relating to Group ‘C’ and Group ‘D’ civil accounts staff
  • Training and holding of Departmental examinations
  • Coordinate and assist in the introduction of Management Accounting System in the Ministries.
